Question 4k Monitor won't resume if set above 30hz

I have an issue with a new Samsung UR59C 60hz 4k monitor. Whenever I set the refresh rate above 30hz, the monitor will not resume after being turned off by windows or the PC resuming from sleep. I'm running a Sapphire 5700xt Pulse on a Asus Prime x470 Pro. I'm using the HDMI cable that was included. Any ideas what the issue could be?

In case anyone is wondering, I figured it out. The included HDMI cable was v1.4 even though it's a 60hz monitor. Samsung cheaped out with the included cable. I got an Amazon Basics cable for $6 that was hdmi 2.0 and it's working like a charm!
