ok so im getting confused, so for example if I am recording a game in 4k resolution and then render it out in a 1080p output, will the output be like a 1080p format but 4k in quality, will the viewer see a 1080p format and a 4k quality. so in easier words, can you watch in 1080p format but then get a 4k quality. Or will it just be the plain 1080p quality???

No, 1080p is 1080p. If you render a 4k vid at 1080, the encoding program will fit your 4k into a 1080 size. It'll still look good (1080p is a great format) provided you encode it with well chosen settings....

You should also consider framerate....
Sounds like you're seriously confused about resolution. "4K" means 3840x2160 pixels (for 16:9 monitors/TV), 1080p means 1920x1080 pixels. If you render at 4K and record at 4K, you will have 4K when you play it back. If you record it in 1080p though, you will have 1080p when you play it back. The rest of the data is gone, and cannot be recovered.

Now, the downsizing can improve image quality, especially in terms of reducing jagged lines if your AA settings are low, but that has nothing to do with the recording format
