4K TV as PC monitor? How about Seiki SE39UY04 ?

Please tell me your 4K TV for PC monitor setting experience?
What low end 4K TV do you recommend?
How about Seiki SE39UY04 ? It is selling at Walmart for $340?

We have 4 HP Z800 workstations and bought 4 of the Seiki SE39UY04 UHD TVs to use as monitors. 3 of our systems have no problems, run at 3840x2160 and come out of sleep mode just fine. The last system always reverts to lower resolution and requires a restart to restore the 3840x2160. We tried everything and then realized that the working system are Windows 10 and the problem system is Windows 7. The problem system also had a ASUS GTX970 Strix video card, while the working systems had ASUS GTX 660Ti and ASUS GTX 760 video cards.We swapped the GTX660Ti into the Windows 7 system and it now works properly.
not for gaming.
just for use for PC computer use.
May be occasionally watching video online, such as Youtube
but just to replace small old 28" 1680 x 1050 resolution monitor

Do I need new higher resolution graphic card?
I have i7 16GB Windows 7. Thanks.
 
I am running Windows 7 at 64 bits. Check my system display adapters are
Intel HD Graphics 3000
Nvidia GeForce 6200 LE do not know if this has 128MB or 256MB memory.
how do I find out what is maximum resolution this graphic card supports?
 
What graphic card with much much memory should I get?
To take advantage of the 4K 39" TV for use as monitor at maximum 3840x2160 resolutions, what kind of low end graphic should I get?
Will be using for typical PC / text editing / email and sometimes youtube video. No gaming.
 
I have the Seiki running on an Intel 3000 series HDMI port.

Intel Custom Resolution settings (use at your own risk):

Horizontal Vertical

Scan Rate 54.775 25
Total 4000 2191

Works for writing software, kinda choppy for Netflix.
