4K TV Fps Help!

Hello! I recently purchased a Vizio M50-C1 4k tv as well as a Gtx 980ti and I mostly love it, but im having some odd issues with frame rates. The system seems to cap certain games at 30fps even though they shouldn't. For instance, Tomb Raider runs benchmark at 30 fps average all the time, even when I change settings. I also monitor my Gpu usage and it usually hovers around 60%. So why am I being cut off before I hit 100% and see those extra frames? I have no problems in many other games. GTA 5 does not cap anything, and I push the card to the limit. Any Idea? I have an Hdmi 2.0 port on my tv as well as Hdmi 2.0 HDMI cable.

Another game ive issues in was Bioshock inifinite, where If i turn on vsync its at 30fps and if i turn it off its unplayable because of the screen tearing.

My Rig is I7 4790k, with 8gb ram, and Gtx 980ti.
 
Solution
There are games that are by default capped at 30 frames (usually console ports).
YOu can tweak the game to get more fps (at your own risk of course), but its a game development issue.


Thanks for the input, but unfortunately I knew this already and when i plug my Rig into my 1080p monitor they get 60fps. Its only on 4k with my M50-c1 vizio tv.
