4k tv ps4 pro input latency/framerate issues help

I recently got a new 4k tv and was wondering can imput latency make a game feel like its dropping framerate. I am playing horizon zero dawn and i know it doesnt drop more than 2 frames on 4k mode. But when i play it constantly slows down and feels horrible as if its skipping frames. I cant find a game mode on my tv
. Any solutions?

No. I cant seem to find a game mode but the framerate /latency issues disapear when i use 1080p mode wich looks horrible. So could i have a defect console then or do you think its the tv?
