[SOLVED] 4K Upgrade

hey everybody, a buddy of mine wants to upgrade to 4K gaming, mainly around 60 FPS, budget isn't an issue as he plans on saving up, his GPU is an RTX 2080 with 8 GB of VRAM, his CPU is an Intel Core i7 - 7700 quad core 3.6 GHz and he has 16 GB of RAM, what would he need to upgrade to accomplish this? any help would be appreciative.

First of all spending initially on RTX2080 was a bad move if he already planned to game on 4K. RTX2080Ti is recommended. If he can sell his RTX2080 for a decent price then it would be better to switch to RTX2080Ti. That should satisfy most of the games without requirement of upgrading the CPU at all. After that if he is still not satisfied I would recommend waiting for Ryzen 3rd gen or going for Intel 9th gen. First I would recommend swapping RTX2080 to a RTX2080Ti.
