Question 4k video card needed for office use

A friend of mine has an older computer, I am guessing around 5 years old. He recently bought a new monitor. It is a 4k 28" samsung.

His machine has a HD 5770 in it. He can't get it to display in 4k, just 1920 x 1080.

What is the cheapest, best for a non gamer, video card to buy? I was thinking the GT 1030 but I wasn't sure if there was a better option.

i think the latest gt 710 supports 4k monitors

Is it a tv?
What inputs does it take?
You usually need displayport to run 4k @60hz.
The tv /monitor specs should tell you what is required.
Possibly hdmi 2.0 will do it.
I use a old GTX750ti with dp output to run my 4k monitor @60hz.

Does he have current drivers for his GPU and the display itself installed?
Yes. The monitor is recognized and installed. Everything works, but at 1080. I think the card may be too old to support the higher resolution. He did find an article about a 3rd party software to run to display in 4k. He was going to try that, but I wanted to help find him some alternatives. The recommendation so far have been great. If all else fails it looks like a new card for ~ $55 would do it for him. Not too bad to upgrade the machine to 4k.
 
Good, your monitor does support displayport input.
I use a EVGA GTX750ti which has a displayport output and works well running 4k@60hz.
If the pc is an older unit, it may not have a uefi bios which modern graphics cards require. GTX7xx cards are about the latest versions that will run on legacy bios. They are slightly stronger than the 5770.
A moot point for a non gaming desktop.

And, if a desktop upgrade is in the future, a modern lga1200 motherboard with HD630 integrated graphics will run such a monitor just fine.

I built one for my son using a i3-10100 processor, a lga1200 motherboard and 16gb of ddr4 ram for under $250 for those components.
