Question 4k video editing rig

I am building a new computer for my dad. He doesn't current do 4k but will be getting a 4k camera. Vegas Movie Studios is what he uses. Here is what I have. My only concern is the graphics card. Will that be enough? There will be no gaming on this machine and the other uses include word processing, web browsing, and some photo editing.

He doesn't currently have a 4k monitor either. Will one be needed to render in 4k? Obviously it will be needed to view in 4k but he has a tv that can handle that. The ssd is small because I am helping him set up a home server with his old machine.

There isn't one. Budget is whatever will get him system that performs well for his needs at the lowest cost. But I don't think he wants to spend much more than 1k not counting a monitor, if it can be helped.
