4k Video editing system Premier pro and After effects 1200-1400

Hello everyone,

I need your help, I want to build a Pc for 4k video editing in Premier Pro and After Effects, Totally buget for Pc is somewhere 1200-1400$. I read so many article of forums but im confused a little cause i want to buy with Amd Ryzen 7 1700X , and i dont know what is more important for editing Ram or GPU it will be enough 16gb or I need 32 for good rendering and editing time.What is the best video card for this buget? The motherboard what i want to buy is maybe the
ASUS Prime B350-Plus AMD Ryzen... when I buy a 16 gb ram maybe i have enaught money to buy a gtx1070 or 1060 it will be good enought to rendering. ( I have an SSD for my old computer) Any sugestion for build a pc to me. I apreciate all the answers and sugestions .
I want to edit a sony alpha mirrorless and a dji phantom 4pro footages 4k and 1080p
