4K Video editing with After Effects and Premiere Pro Custom Build

Building my first PC. Any suggestions on my part list? Am I missing any components or do you see any compatible issues? Could I choose a cheaper mother board that will still run great and still be on par with my CPU and GPU? I know people are going to say GPU doesn't matter but I've been reading how adobe is starting to utilize it more and more. I chose an AIR cooler because I'm scared of a Water system but is there any closed loop ones that are known to be safe? It'd be great if I could knock out $500 - $600 while keeping the same power and enough power to edit 4k and run After effects with very little bottle neck. All is welcome with their suggestions, but I'd really like to hear from someone who works with 4k and after effects. Thank you.
