4K Video Editing?

As soon as I get my $$tax return$$ I will be building a new system for 4k video editing. I will be doing heavy grading and color correction on LOG footage in Resolve and Premiere, and effects like tracking, sharpening, noise reduction, etc, and possibly some heavy After Effects stuff in the future. I also like to game, but I'd be perfectly happy with med-high settings with 30+ fps in games like GTA V and Saints Row IV.

I intent for my system to fly through the video editing.
Here is my pick so far. My budget before monitor and accesories is $700-750. Yeah, kind of a low budget for hardcore video editing but half resolution and proxies are options for a slightly underpowered system.

I would like opinions and recomendations from the community. Will this be powerful enough for my needs or should I switch for something like an i5 6500 or Xeon 1230? Although from benchmarks, the 8350 seems to pull ahead most times above most i5s and above the i7 3770k in things like 3d modelling and video rendering/encoding.

I would love to wait for Zen but I need the new computer now, and I don't see it as much of a burden to just upgrade later.

The rx 480 will take the rendering and that will make it much much faster.

And yes, the video will be 4k but I won't be in full playback resolution while editing. You can't and shouldn't really do that anyways unless you have a much more expensive system. That motherboard has great reviews and Asrock is known for reliability, but what would you recommend for the MB?
