4k video playback

Is integrated Gpu in modern Cpu(Coffee lake processors for example) enough strong to handle all 4k and HDR media shown on a 4k display(excluding high end games)? What's the difference between a 100$ GPU and an integrated GPU?

GPU does special things that don't lag out the CPU which can't really handle them
Any modern GPU will handle 4k - and doesn't have to be expensive.
I even think the bottom of the modern range of AMD would do well. Rx 550 would be more than enough.
