4k, VR, Water cooling with this Build?

What we have here is failure to communicate.
It's quite simple. There's 2 very large costs. The pc and water cooling. On a €1200 max budget, you'll not get a pc that's very capable of VR and watercooling, you'll absolutely have to choose 1 priority over the other. It's entirely possible to get an extremely quite system without watercooling, but impossible to get a good performer with one. So pick. Either silence or performance.
Personally, I'd go with okcnaline's last build, but change out the case, aim at something much more suited to watercooling, then in the future, once budget allows, add the watercooling. Until then, just deal with a slightly noisier pc. Could also move up to a gtx1080, depending on the budget allowances.

Nope, still more RAM. I would recommend two 8GB sticks of RAM for VR(to make it 16GBs). I would also really recommend an SSD (250GB) It will really help for improvement of performance for whatever VR games in you install on it. Also you will need a higher PSU, I would recommend a 650W PSU.

I'll make it simple - this build is NO GO.
this CPU without overclocking and high speed RAM is crap for gaming. This MB is not for overclocking. Overclocking 8 core Ryzen requires X370 based MB.
The PSU will be not able to power this system for long (if at all).
the case will have problems to deal with heat produced by GPU and CPU.
bottom line, this build is unbalanced and will not work. So before you even start to talk about water cooling (will require new case and ~600-800USD worth of parts to make it quiet) you should fix this build.
If you want assistance, let us know your budget for this "build my PC" project.

An R7 1700 is PLENTY for VR.

Heck, an FX-4350 can do VR. The R7 1700 has twice as many cores and much higher performance per core.

What's your budget?

And looks like I mixed your build with another one. You want a decent PSU with certified higher wattage than the SeaSonic one you have right now. Theoretically the G 450W unit you have right now can run stably.

And no need to water cool - you aren't overclocking or anything.Get more RAM instead.

@n0ns3ns3 sry didn't saw your answer.
My Budget is 1000~ 1200€
I want a quiet VR and maybe a little bit of 4K Gaming.
I would like to have an HDD because its cheaper and I can upgrade to an SSD later.
RAM = 8gb , later I'll upgrade.

For vr a 1080 ti is throwing money away? LOL wow you need to really learn about VR. VR is all GPU. Remember you are rendering 3 screens, one for each eye and the desktop. All need to be 90 FPS. The 1080 ti will have no dropped or copied frames. That is the ONLY card out side of the Titan X and the Xp that can do that. There are 3 card that have 0 copied frames. the 1080 ti Titan X and the Titan Xp.
