Question 4k60 problem

So i have this problem, i can't watch in 4k60fps on youtube without stuttering. It blocks 2-3 seconds then it works for 1 second and again. I can watch 4k60 everywhere on my PC, like VLC, media player and others. But i can't watch it on youtube. I have 1Gbps internet so that's not the problem. Any ideas?

what browser are you using? turn on hardware acceleration?
check the cpu/gpu temp and usage when you watch 4k youtube?

On every browser i try. Mozilla, chrome, microsoft edge, opera gx, brave
CPU temp is 49 avg
and GPU is 35
