Depends on the amount of money. If you see a 3rd gen processor on sale for like $25-50 less and you are ok with slightly older tech, then do it. If the difference is very small (10-20$) then I would just get the 4th gen.
 
If you already have a motherboard, check what kind of socket it supports because 3rd and 4th gen cpu goes to diff sockets.
But if you are building from scratch, then def go for the 4th gen.....I kinda regret getting a 3rd gen because if i ever want to upgrade to 4th gen, then I would also have to buy a new motherboard. Hopes that help.

Oh yea forgot, if you are on budget, 3rd gen will still do just fine. It will last atleast another good 5 years before you need to really upgrade it, because if you are a big gamer, Graphics Card is what you will be needing to upgrade most :)
 
If you're a hardcore gamer whose enjoying stunning graphics then in my opinion, core i5 would not do any good; but for casual gamer enjoy just time killing games for now and then. My suggestion is the 3rd generation Core because gaming speed is more important, while the 4th generation used lesser energy (system less hotter on extensive performance).

Turbo boost allow the core to process faster than its minimum, that why sometimes computer get extremely hot because of the turbo boost due it requires more energy to process the system data.
 


The 4th gen is faster. Period. Get the newer one always. This is coming from someone who has and does own both 3rd and 4th gen CPU's. The 4th is better.

Well, Haswell i5's are basically the best choice for gaming. So I'm not sure what you're talking about.
