4V on +12V rail?

So my computer is freezing when i play some game and i've got a lot of people telling me its the psu problem. So ive ran some tests in OCCT and i honestly have no idea what they are telling me? If anyone knows pls help. Thx

If your 12v rail was really 4 volts. it wouldn't start the computer.

Those programs rely on the motherboard sensors, which are notoriously unreliable.

You have to check those measurements with a multi-meter to mean anything.
