5% coverage

manufacturers always say "this toner will print 1000 pages at 5% coverage per page" or something like that.
what exactly does 5% coverage look like? in relation to size 12 times new roman font, would it be a full page of text, double-spaced?
 
For toner too it's at 600x300 resolution, which makes a difference too because as you know the higher the resolution the more ink you use. If you're taking ink jet then it could be at different resolutions; Hp does their ratings as 600x300, cannon at 600x300 at 3.75% or 500 characters, Epson at 180x180 at 5%, and Lexmark at 600x600.

If it is toner though I just divide .03 cents (us) into the cost of the cartage and that's how many pages it yields typically.
