5 sec fps hickup / loss every now and then while gaming

Hello,

I am having a problem with my laptop for a couple of months now. Whenever i play games my fps tends to drop by like 50% and stays there for 5 sec and goes back up again. I have no idea how and why this keeps happening.

Laptop:
hp pavilion 17-ab000nd

I made a screenshot from a assassin's creed benchmark i ran and you can see how the fps drops every now and then:

I hope someone can help me with this problem since i tried so many things like:
1. Reinstalling / updating all drivers (BIOS as well).
2. Downgrading back from windows 10 to windows 7 (Currently on windows 10 again).
3. Reinstalling games.
4. Changing the thermal paste
5. Cleaned out all fans
6. And using the highest power plan in battery options.

I just don't know what more to do.

run msi aferburner while gaming displaying (gpu usage, cpu usage, ram usage and vram usage) the one who maxes out when the fps drops is the culprit
