+5 year old HDD vs spinpoint f3?

how can a +5 year old seagate 320gb hdd have better acces time (14.8) than literally a 3 hour old brand new samsung spinpoint f3? (15) !?!?!?

Both use PMR recording technology and though platter density (how much data you can fit on a single platter) has significantly increased the technology to move the heads to where the need to be to read the data in time has not changed much at all.
