50-70 clicking sounds at cold startup

old pc tower - 50 - 70 rhythmic clicking sounds before Pc beeps and starts normally ( i.e will load an operating system). It only does this on a cold start and begins as soon as power button pressed and stops when beeps and screen comes on.

If I reboot it only 'clicks' twice.

I took the side off and observed 2 fans spinning and not touching any wires.

Disconnected HDD, CD drive, mouse, keyboard and monitor. But it still makes this clicking sound on cold startup.

It has been suggested to me that it may be power supply which sounds plausible.

Apologies if this post in wrong place. Have read multiple posts on here re clicking but none seem to specifically mention cold start.

it is a Esystem Ei205 with a P4M9007MB-8RS2H motherboard.

As mentioned previously it is old so probably not worth spending money on it.

Not sure where the clicking noise is coming from hence disabling as many components as I could in order to narrow it down. I would say it is the same noise that my usual tower makes when power button is pressed ( but that is just a single click).

Given that it is happening at cold start up, would you agree that it is most likely to be PSU ?
