System Usage from Most to Least Important: Photo Editing, Video Editing, 3D Mapping

Are you buying a monitor: No

Parts to Upgrade: I have an old system with the following (Anything that I can reuse is desirable, if nothing, at least the case):
Case: ATX
Power Supply: TR2-430NP
Motherboard: N61PB-M2S
CPU: AMD Athlon 64 X2 5200+
Memory: 2 x 2G DDR2
Graphics: Radeon HD 5450
Storage: Samsung 128GB SSD, 1 SATA HDD, 1 ATA HDD, 3 External USB 3.0 Drives
Monitor: Dell U3011

Do you need to buy OS: No

Preferred Website(s) for Parts: Amazon Prime preferred, but I'm flexible

Location: Fort Lauderdale, Florida, USA

Parts Preferences: None

Overclocking: If necessary

SLI or Crossfire: Not sure

Your Monitor Resolution: Dell U3011 - 2560 x 1600

Additional Comments: I'd like this system to have an upgrade path for processing 4K video in the future. Most software to be used will be Adobe Creative Suite or similar.

And Most Importantly, Why Are You Upgrading: Was using my employers Macbook Pro for photo and video editing and it was struggling to keep up. I no longer have that computer. It's been a long time since I have been in the PC arena and a lot has changed. Seeking help from the gurus here :)

The AMD pick is probably better for your needs, but with the platform being only a few days old...

The AMD pick is probably better for your needs, but with the platform being only a few days old, applications, drivers, BIOS, firmware may need time to be fully optimized and compatibility kinks to be worked out (Amazon is out of stock of the Ryzen CPU and doesn't stock the MB from what I'm seeing):

Up to $750, you can start by a better PSU like say the Corsair CXM 550W 80+Bronze Semi modular that Newegg is having on sale at $61.99 - $20 rebate.

You can either save the rest for the big GPU upgrade as prices of GTX 1070/1080 is going to drop from their $400/$600 due to the GTX 1080 Ti being release soon (and the expecting AMD Vega) for your 4K.

You can also opt to invest in a more powerful X370 MB so that it won't hold you back when you want to overclock (with bigger CPU/CPU cooler).
