500$ max budget for just the tower and components.
Will be used mostly for gaming and YouTube video editing/recording etc.
Would be nice to see multiple options/alternatives to what I have planned on paper.

Altogether it is 515 dollars and can run just about all games and all if you dont mind low-medium settings.

The I3 is not really good at doing youtube, video editing, streaming, ETC. If you want to do all that i would go with more cores and threads that the FX-6300 Gives. Now the I-5's are better and the I-7's are great for youtube related things and streaming. The I3 is a single core performer while the FX is a all around CPU.
 
he wont be doing heavy/intense video editing, gaming is priority, and I would rather set him up for future upgrades into an i5/i7 rather than overclocking an aging fx-6300.I assumed this i3 isn't too far off from the fx's 6 cores in video rendering.
 
Well the I3 is a 2 core 4 thread which is pretty bad for editing but if he gets the I3 he can get a I5/I7 in the future no problem if he gets a 1150-1151 socket MOBO. But i would personally go for the FX series if he want a cheap all around CPU. Although with experience i only got about 2-7 FPS more with a FX-8350 and R9 380 MSI Gaming 2GB so the FX-6300 is a good deal for 95 dollars, but that I3 can give 5-10 FPS more than the FX-6300 in gaming.

The Xeon is a good all around card and should give more power then the I3 but also depending on the I3 cause the Xeon is a 4 core 8 thread should give decent rendering/editing and a good gaming performance. The CPU is also around 230 dollars.
