For a net of $4 more, I would strongly suggest this PSU:

HOWEVER - note that it is $66.99, plus $4.99 shipping, so $71.98, less a $20 mail-in rebate, bringing it to $51.98. You have to deal with the rebate, but for this PSU, it is well worth it.

Disclaimer - I am not familiar with the Corsair CX models, though I understand that the newer ones are better than the old ones. Still, I'd say the Seasonic Focus Gold is absolutely worth the hassle of the extra money up front and dealing with the mail-in-rebate.
 
He said "500 dollars. NO MORE", and by "no more", I would assume that directly discourages the idea of a PSU that is ONLY that price AFTER the 20 dollar mail in rebate that you will need to wait probably three weeks to receive AFTER submitting it.

So, while you are correct that it is a much better power supply, I think the CX is the best option that will actually fit the budget NOW without having to take a hit somewhere else in the build. For a budget system at only 500 bucks, you can only get so much. If they can budget in another 20 bucks then yes, it would be well worth it to go with the Seasonic model you pointed out.
