I suggest you consider integrated graphics for a start. It is plenty for surfing, and probably satisfactory for casual gaming. Plan on adding a >$50 graphics card later if you need/want to.

AMD llano is very good for graphics, but not so good on compute.
Intel sandy bridge is better at compute, but the graphics is about on a par with a $50 discrete graphics card.

Either should get you well within your budget.
