500 dollar or less desktop for watching videos

My son wants a new desktop computer for his birthday. He is really into watching anime and movies that are in 1080p. He is not much of a gamer. He D/Ls them to watch later. The computer will be hooked up to his TV via hdmi. His current laptop (pretty old and crappy) is hooked up to a TV via hdmi gets pixelated, stutters and gets out of sync after a few minutes of playing 1080 videos about half the time, 720 and 480 play just fine. Not sure if it is because some of them might be Hi10p (not really sure what that is, maybe how it is encoded) anyway. Can anyone recommend a better computer for what my son wants to do? Would these be overkill or to weak? We use Linux as a OS also.
