I have a $500 dollar budget and I want to be able to play the newest games such as GTA V, BO3, and BF4 and any upcoming games in 2016 at 45-60 FPS. I'm not too crazy about playing games at ultra settings. I am new to pc building and this is my first pc build. Also, if I have windows 10 on my laptop, do I still have to buy it aging for my pc. Also, how do I know what pins go to what because the wires are what get me confused.
-Thanks

Yes, you'll have to buy a windows disc for a new system. Here's a system that you can upgrade later to an i5 or i7 cpu and better video card when you have more money. It can play most newer games at medium settings at 1080P.
