Can I get this gtx 970? http://www.amazon.com/EVGA-GeForce-Quieter-Graphics-04G-P4-2974-KR/dp/B00NVODXR4/ref=sr_1_1?s=pc&ie=UTF8&qid=1448240927&sr=1-1&keywords=gtx+970
And if I can't get this one which one would be the best option for me?

I am going to stick with this psu for around another half a year so if i can't get a 970 i might have to save up to buy it all at once.

the psu is mediocre, but it should run fine if you dont overclock anything

While it is not quality it is totally what is expected of units of their price, and they are basically the same as similarly priced units. You get what you pay for. There are tons of worse power supplies than the EVGA ones. Just like how there are a lot worse than Corsair CX. Both perform within the ATX specifications. 120mv is the specification for ripple, so 90mv is within range. Voltage regulation was like 2.1% which is also in the 5%+ and 5%- range on the positive voltages. A surge suppressor while nice is not a requirement. While good capacitors are nice cheap ones are found on cheap units. Nothing should be surprising about those power supplies, they are cheap units. The 400W one is actually quite poor. Rated at 25C.
