Yes its enough to power the Sapphire R9 380.

The Thermaltake 530W from Smart series is a "Tier 4" PSU can deliver 38Amps on its +12V rail

The Sapphire R9 380 requires a quality 500W that can deliver 28Amps on its +12V rail...
You are cutting it close with 530W but since you don't have an overclocked CPU you are fine. Go ahead and use that PSU.
This source is more accurate than GPU manufacturers and it gives room for those that have overclocked cpus.

However, I'd suggest getting at least 550W in case you upgrade your cpu/mobo and overclock. 530W is ok for now but 550W is safer.

EDIT. Thermaltake makes the same model but 550W too. What country are you buying in?

Though the Thermaltake is decent enough to power this card, it may have cheap components like poor Chinese/Taiwanese capacitors inside. So its performance, stability and longevity is highly questionable.

Consider this:

PCPartPicker part list / Price breakdown by merchant

Power Supply: Antec High Current Gamer 620W 80+ Bronze Certified Semi-Modular ATX Power Supply ($59.99 @ Newegg)
Total: $59.99

The Antec HCG 620W is a quality "Tier 2" semi-modular PSU that can deliver 48Amps on its +12V rail, which is more than enough to power this card along with all other components in your PC.

Update:

CX500 is also not good enough. They have fan issues, again comes with cheap capacitors, so longevity is questionable.

Are you from India? Let me know. I can suggest you better quality options.

Update #2:

Consider this quality PSU, comes with 5 year warranty;

What about this one? Is it better quality promising? As the one you quoted is unavailable in my country 🙁

and unfortunately the 550w is not also available......the next leap would be over 700w :'(

The CPU has a TDP of 95W and an R9 380 is around 200W depending on which manufacturer one opts for. That's before you get to the motherboard, drives and everything else.

Granted, it's highly unlikely that someone will reach 100% TDP across every component simultaneously, but I doubt the OP's PC would even boot with a 300W or 400W PSU.
