I have a TPLINK 3800 Pci wireless adapter my pc is 1 floor below and across the house so I have to use a wireless adapter but I only get 54 mbps. Is there any way I can increase the speed and should I use power line instead or get an ASUS AC wireless adapter instead?

The PCIE cards tend to be more powerful, but are located in the worst place for signal strength.

USB Wifi adapters can be moved around to get a bette signal. See if you can borrow one before you buy.

Easiest way to test is to move your router close to your computer (yes, I know you won't have internet), then check your link speed. That should confirm they issue so you can proceed with confidence.
