5400 or 7200 rpm external for storage (videos, backups, etc.)

Was deciding between these two external:

2. WD My Elements 2TB USB 3.0 (5400RPM): http://www.amazon.com/dp/B00DULWSXI/ref=wl_it_dp_o_pC_nS_ttl?_encoding=UTF8&colid=22HJUGAZTRXDZ

It's pretty much going to be for storing videos (some 4k), movies, no heavy processing, but I will be watching videos through it... Is it worth the 1TB less to get the 7200 RPM, or is 2TB 5400 just fine for my needs? I do like faster data speeds, but I'm not sure if it will be noticeable or needed in this situation.
 


Will 5400 be able to play 4k videos that I've recorded from my phone or videos I've downloaded?
