Get a free mouse & keyboard from someones work.

CPU - has a decent integrated graphics until you can afford a discrete graphics card
Mobo - has 4 RAM slots and guaranteed shipping BIOS that supports Ryzen 3000 CPUs
RAM - has a nice fast CAS16
Case - tempered glass instead of acrylic. Good internal layout and fan mounts
PSU - Good quality unit.
Additional fans - most cases in this range only ship with one fan. Probably ok for no graphics card, but as soon as you get a dGPU, you'll want at least one intake fan.
That monitor is 24", 1080p, IPS, 40-75Hz FreeSync via DisplayPort or HDMI. Best choice in your budget range.

I did update my list (above) and added some explanations to my choices. Didn't feel the BenQ monitor was worth it.

Flayed had to make some sacrifices to cram the GTX1650 and an SSD into his/her [overbudget] build. I certainly agree that a dGPU and an SSD are worthwhile components (dGPU for gaming, SSD for overall system responsiveness), I just reserved those as "future" upgrades and chose my component list to give the strongest "foundation" I could provide.
The SU650 SSD is decidedly pedestrian. It would be nice to be able to get something a bit nicer than that.

Ok. Lets break things down.

CPU - 2200G vs 3200G - Not a lot of difference (especially after overclocking). The 3200G is manufactured on a 12nm process whereas the 2200G is 14nm. I'd say the 3200G would be 10% faster. I think the 3200G is worth the extra $4 here.

Mobo - same pick.

RAM - My kit is faster and cheaper

Storage - I'd go with your WD Blue 500GB if you have the funds.

Case - I don't like the Q300L because it has an acrylic side panel and...other smaller factors

PSU - The CXM 550 is a good choice. But not worth the price premium. For nearly the same cost as the CXM-550, the TXM-550 is far better

Wifi adapter - meh. If you need WiFi, this is how you get it.

Monitor - the LG 24MP59G is FAR better and larger.

Keyboard/mouse/headphones - do you need to actually buy these things?

Could you change the case to a good looking one (with preferably tempered glass) one with preinstalled good fans so I do not need to install any myself and resend it? Also, I don't need that much power, my primary use is programming and academic work.

Ultimately, I think you're making a mistake with your monitor choice. Please verify your keyboard & mouse situation before you buy the monitor you've selected. My updated build (above) is only €10 over your assumed € 550 budget if you don't need to purchase a mouse & keyboard.

24" 16:10 monitor for programming
It's better than 1080p. I've found 3440x1440 very good but I dont think you have the budget for it. However you could always get the 16:10 screen now and add a 2nd at some point for more real estate
