57% cpu usage maximum locked

My pc locks in 57% cpu usage in 1.2 Ghz instead of 2.1ghz. It has crashed some times before because of the overheat and cause my fan is not working (and i have to fix it..) Thus, I think this is some safety lock for the cpu BUT without a reason because I just opened my pc and it isn't heated-overheated. My pc has Intel core 2 duo T6500 @2.10 Ghz, Ram 4gb and 64bit system, also it is a laptop. What is your suggestions? Thanks in advance!

Ok I think i just fixed it my own cpu usage maximum is on 92% maximum now 1.91-1.93 I just have gone to the advanced power options and adjusted system cooling policy on battery to passive then apply and then re-adjusted to active and I think this is a temporally solution because I still have this problem some times
