Apparently, yes. Everybody else skipped the matx route since they thought the cost of the chip and the making of the PCB would be too much for the end user when the cost of manufacturing would be translated to said user. Oddly enough Asus make a mini-DTX board which is more expensive than a mid range X570 chipset ATX baord.

In all seriousness, X570 chipset on a mITX or mDTX or anything lesser than a mATX actually makes no TECHNICAL sense.

The only thing the x570 chipset offers is pcie gen 4 to connected peripherals...and those form factors can have no such peripherals due to space constraints. The only PCIe socket on these boards is connected straight to the CPU... but AMD has refused to allow BIOS' that enable gen four to that socket populated with a Ryzen 3000 CPU UNLESS in the presence of an X570 chipset!
