WIFI or cellular? If it is WIFI, then you can use the speed you pay for from your ISP to get a rough estimate. Cellular will be more difficult, since it can vary. But many phones will have tools to help identify WHAT is using data.

Looks like your husband used 58 GB in 24 hours and you want to know in how many minutes its possible to consume that right?

Normal web browsing (no videos or downloads) would take me month or more to consume it. If you do downloading or run videos in high res than its possible to consume it in 24 hourse. Lets take example that connection speed is 4Mbps and if someone downloads large file around 58GB (just taking at example for minumum time taken to download 58 GB)
4Mbps speed means 0.5 MB per seconds

58GB is approx 59392 MB

0.5MB per second would take 118784 seconds to complete it
(59392 divided by 0.5)
Converting secs to minutes 118784/60 is 1979 minutes that equals 32 hours even when connection is continously downloading. BUT data usage you said is for 24 hourse that means its not possible to tell when you don't know connection speed.
So I guess your connection is not slow at least.
