[SOLVED] 5800x feels underwhelming

I am not sure my pc is up to scratch or am I overestimating it's power to run things smooth, I am basically lagging in they are billions while I watch 1 twitch stream on second monitor, when I turn off the stream it's back to smooth gameplay, I thought the 5800x would be able to handle this without a sweat, any ideas?

I think its the game. I mean its almost 4 years old (not new), I got a decent midrange system and I can't maintain a solid 60 FPS.

So before I had i7 6700k _ GTX 1080 + samsung 850 pro 512gb + 3200gb 3000mhz + 60HZ (toward the end just CRAP, like 1FPS a lot times)
Upgraded to 3900x + 1080 + 60hz (got better)
Upgraded 3900x + 1080 + 144hz (got better)
Upgraded 3900x + 6700XT + 3600mhz CL16 + 144hz (always over50 FPS, starts over usually right over 100FPS)

Maybe I should got the 6900XT but who has 2,000 to blow on a video card. So this 6700XT will have to do. it don't seem maxed via task manager.

My system is upper mid range (IMHO), just seems crazy. I think they need to work on it, but do they even develop...

There can be a lot of attributing factors to said.

What GPU?
Are the two monitors matched and same resolution and framerate?
How much RAM?
What else is running?
HDD or SSD/NVME?

Some of the smart folks around here might be able to help you better if you list full system specs and some more details.

I play billions a lot. The FPS for me seems to lag at times. When I had 6700k and 1080GTX even, which isn't a bad system.

I now have a 3900x and 1080GTX. 144hz monitor it does TONS better. Before toward the end of the game I would only get 5 to 25 FPS on that 60hz monitor and older cpu.

I think the game could be better optimized, I'm not for sur how much improvements they still do on this game.

When I lag/stutter/feelings of dragging with lower frames, it's at the start of a mission so hardly anything on the map as opposed to the end. The weird thing is it runs fine when the stream I am watching is not active albeit with random freezes I associated with it being an old style looking RTS game from the 1990's.

Internet is 17 ping / 384 download / 36 upload in the UK.
Gpu is 3070 Rog Strix
SSD is 1TB 665p Intel NVME
16gb of Corsair Vengeance ram 3600mhz
Monitors are both 1080p and the gaming one is 240hz and the other is 144hz but running at 60hz
Nothing else running, It's certainly got me puzzled because I play cyberpunk and control maxed out just fine, even with a stream up sometimes just for testing purposes, It look like it's just something to do with the game itself then
