Question 5800x limited to base clocks when using all core workload with 65 watt power limit

how do i make cpu run higher than 3.8ghz when power limited to 65 watts, considering the 5700x is able to do 4.1ghz with all cores it should be easily doable

That just limits power delivery not frequency and voltage, you have to enable BOOST too. I enabled that and set LLC 3 as well as CO at -30, Result all core boost 4.78GHz , single core 5.05 GHz at 1,33v.
