Question 5800x3D doesn't boost at all!!

My CPU is stuck at 3.4 GHZ. I tried googling a solution I found a video saying I needed to turn ON the Ryzen High Performance in the Power Options but it's missing all together. Then I googled why it could be and all I found was that I needed to update my chipset drivers. I went into the AORUS APP center, installed all drivers I found, did the same thing in the AMD sw thing and also did the same thing in the Windows update thing. Installed virtually everything I could there. I am being told in all three programs that I am up to date with everything. Still in the power options I find nothing AMD related just the regular three default plans "balanced" "high performance" and "power saver". I run the high performance one. CPU never goes beyond 3.4 GHZ in the Riva Tuner benching tool. It doesn't seem to be overheating either as the fans aren't going full speed. When in game (CSGO) my temps are in the high 60s low 70s.

My setup is

GIGABYTE X570 I AORUS PRO WIFI - AMD X570
5800x3D
6600xt
Windows 11 professional

You may need to manually download it from the website. My BIOS that supports the 5800X3D is marked as Beta which I expect the download tool ignores.
The website says the support for 5800x3d goes back to even older drivers that I have. I found some newer BIOS on the site but it doesn't run.

The BIOS app says I am up to date.

When I download the newest chipset driver from the site and click on it it says its installing

even cmd flashes at some point but then it just stops and nothing happens.

But yeah after the last BIOS update the CPU runs even slower at 3.3 GHZ
