5V rail fluctuating in BIOS 5.080-5.040 normal?

I have two of the same psu's and one stays on a solid 5.080 while the other fluctuates between 5.080 - 5.040

Yes that's fine.

They will vary depending on how much load is being pulled from each rail.

so even on idle in BIOS it's okay for the 3.3v and 5v to fluctuate a tiny bit? the 12v seems to stay super stable in BIOS at 12.192
