6 year old pc, not sure whether to upgrade graphics card or buy whole new pc

My pc is over 6 years old and only manages around 20fps on Skyrim special edition and struggles with newer games.
I was wondering whether the problem can be fixed by simply buying a better graphics card, or if I'd need to upgrade many other parts of my pc.
Furthermore, I understand all technology has a limited life time, so should I just buy a whole new pc if it's over 6 years old?

My components are:
AMD Radeon HD 6800 Series (1GB GDDR5)
Seagate ST1000DM003 3.5 inch 1TB
Win 10 64bit
IntelCore i5-3570K CPU @ 3.40GHz, 3401 Mhz, 4 Cores 4 Logical Processors
2x 8GB DDR3 Kingston RAM
motherboard- ASUSTeK P8Z77 - V LX
Can't see what type of fans I have in the case, but cooling isn't really an issue as I live in the UK.

No, you should be fine, just get a GTX 1050Ti or GTX 1060 and you will be playing fine on the new AAA games.

CPU still decent, you can try OCing a little bit more. What cooler do you have? SSD is optional, but strongly recommended, boost booting and game loading speed, last long and reusable for next build, GTX 1060 6gb ~200 is good enough for 1080p ultra gaming, but GTX 1070 will be more future proof and can get you to 1440p gaming for not too much more. You can downgrade to 1060 6gb if you want Your PSU is 6 years old, and may not be more than 600W, a good PSU is included as well:

well it depends really how much money you want too put in too it but system is fine just need a good GPU really buy a second hand gpu on ebay or the like and should be good http://gpu.userbenchmark.com/

Also - that cpu overclocks quite well - get a cpu cooler & bump up your cpu clock.

I think the system is just fine except for the video card. CPU's pretty good still, plenty of RAM, etc.

Upgrade the video card, and you've got plenty of life left in that system.

I'll have a look at those graphics cards and SSD.
I have a Chillblast CB-700 which is 230V, 5A and 50-60Hz - is this okay?
My main fan is a thermolab trinity which seems to do a good job, the other two fans are factory standard dinky things.

I have the thermolab trinity, which i assume is the CPU cooler as it has the heat sink bit- Chillblast built my pc so i assume to overclock it more i'd need a better cooler to deal with that?

Chillblast CB-700 is your PSU? Get the Seasonic one for sure Try overclocking CPU a little bit more, monitor cpu temp with HWinfo/CPU-Z during game to make sure it stays under 85 degree when under load

Is the wattage = Amps*Volts? (5*230=1150W)
If i got a better graphics card would my PSU be too weak for it?

Nope, check your PSU label, should tell you XXX W. It is not about enough, but reliable or not. You don't want to damage you new components with a failing PSU...

Checked the label again, doesn't have a single W anywhere on the label. says AC 230V on the outside of the pc and then 230V 5A and 50-60Hz inside. Will contact chillblast and look at the PSU you recommended.
