[SOLVED] 60 degrees idle

My cpu (i7-4770k non oc) is running at 60-70 degrees while idle, I've tried multiple different coolers with multiple different thermal pastes and have gotten the same result

That could indicate bad TIM (Thermal paste under the IHS or plate where is your processor indentification number).
Which could be since your cpu is older than 5 years.
