60 fps drops to 1fps

so i recently just built a new computer powered by a gigabyte gtx 1050ti and g4560. Games like gta v, batman arkham knight etc will drop from 60fps to 1 fps.
Whenever i play games, i usually benchmark them. I found out that my cpu usage is 90%+ where as my gpu usage is 50%+. If i overclock my gpu, will it solve my problem?
 
OCing your GPU isn't going to do anything when your CPU is near maxed out.

GTAV is a well optimized title, so those severe FPS drops are unexpected (the Batman titles.... not so much)

Are you monitoring your temps? What do they look like?

What are the rest of your specs?
 


i benchmark my gameplay using CAM. Any tips on how i can reduce the stuttering?
FULL SPECS:

- gigabyte gtx 1050ti
- g4560 @ 3.5Ghz
- 8GBx1
- 1TB HDD
- gigabyte ga b250m gaming 3 (motherboard)
- 550W

What PSU specifically?

Without knowing those pieces of info, it's impossible to give any details "tips" to reduce the stuttering.

I'm thinking either
1. You're overheating (CPU, GPU etc) and something is throttling
Or
2. Your PSU isn't up to the task of delivering stable voltage to the GPU
