60 hertz monitor displaying only 56 hertz and weird flickering

i got a 60 hertz monitor which for some reason only display 56 hertz (its a really old monitor as well....like maybe 5+ years).
theres also weird flickering that happens ALL the time its on.....takeing a picture of the screen doesnt really show it so i will try to explain:its kinda like those flickering on old movies which you can see small dots and line appering and dissapering all the time on the screen (not as bad but something like that)

with newer windows and some old monitors. windows can install a gen monitor driver that the old monitor does not like or missing features that the old monitor has. google the monitor see if there a vendor drivers for it. if there are download and install them. then see if windows sets the old monitor up right.

sadly i cant find it in the samsung produact list in the download center.
any idea where can i find a driver for it? (samsung syncmaster 931bw)

thanks....but it doesnt help
my pc does recgnize it with its full name then the "generic monitor" it used to but its still the same
