60% Memory usage with nothing really opened. (16 gb ram)

You have a lot of stuff open, and possibly duplicate programs. Every little bit nibbles away at memory. How many total processes are running?

From what I have open it should only be around 20%...? I only really need spotify and skype running, but I thought all of those are system processes besides it?

Run malware and virus scans for anything else running, sometimes they pose as "Critical" OS services and don't show up under processes. And your screenshot doesn't show the whole list, and it's at least 30-40% with what's showing.

Is there more than one user logged on? If so, log all the other users off since each of them use a chunk of RAM.

Restart your computer and see what happens. If the problem persists, then run an antivirus scan and an antimalware scan.

Only one user, me. I ran malwarebytes and it detected nothing. I restarted and I'm at this now, http://prntscr.com/7k6my7 - I guess it's just a memory leak. :c

Sometimes those things just happen. It's happened to me before, and I don't know why or how it happens, but restarting always fixes the problem.
