60 sec. To power off

I have a desktop running Windows 7. I just re-installed the operating system and now everytime I try to run updates it breaks it. I restart the computer and it acts like it's going to start up but before it gets to where I would enter my password the screen goes black with a box that says "60 sec. to power off" and it counts down.

Start with a clean Windows setup. Before you run MS updates install the drivers for your system, download and install IE 11, then run two patches from here http://www.tomshardware.com/answers/id-3169798/window-update-updates-clean-install.html?siteFrom=EPR-8807#18514677

Reboot, leave the system for a few hours, see if the updates run then.
