Question 60 to 30 and back to 60

I built a AMD PC and when ever I play any sort of game the frames will drop from 60 to 30 and right back to 60 and ive done everything I could and nothing fixed it

MB - ASrock x570 Taichi
GPU - EVGA RTX 2060 Super XC Ultra (not gaming, sorry for the miss representation)
CPU - AMD 7 3800x
RAM - Corsair Vengence 8x2 3200
PSU - EVGA 800 Gold

all games, temps for cpu is around 50 to 40 and the gpu sits around 60 and i have the latest bios aswell as a fresh install of windows. i use a ssd for all my games. usage for the cpu is around 6 to 10%, and the gpu uses around 40% on 120 FPS
