600$ CND Gaming build for WoW Legion, can I do better?

Hey guys,

It's been a very long time since I've built a computer and I'm doing so for my brother this month. I'm planning on ordering this week so, I will wait for NCIX Saturday sale, but this will be bought within the next 72 hours assuming positive feedback.

A little bit of information, I have a 700$ CND budget (shipped + taxes); if he goes over it's coming out of my pocket so I'd like to avoid that if at all possible. Now this PC needs to be able to play World of Warcraft: Legion as well as Overwatch, as this will be the primary use of it.

The GPU is counted at 100$ (against the budget) as that's what I will be selling him my EVGA GeForce GTX 670 for, as it seems better than anything else he can get for the same budget. Please keep this graphic card in mind because my biggest concern is not getting a GPU that is powerful enough to support it under heavy load (as I think Overwatch on high settings is a pretty heavy load for this card).
