I left some room for potentially more storage and also for Windows (Windows is around $100, but there are other ways of getting it)
It has a 1050 and the processor you recommended so it should be fine on that end. It has 16GB of ddr4-3000 which should work great for your 20 chrome pages. 1TB of hard drive (As said before you may want to upgrade at a point) and 128GB SSD for OS.

Do I really need to buy a GPU? I would like to spend money on peripherals. And also does it can handle 24/7 open. Thanks for the answet.

You would probally want a gpu. I diddnt know if you wanted a higher or lower end one so i put a 1050. You can get a cheap gpu just to run your system. (You cant play games or stuff like that) but there is a large selection of older cards. 512MB would work well.

Are you sure about the 2200G? Considering your workload a faster CPU might be better, especially for encoding. With a 2200G, you don't need a GPU, so here's a build with the 2200G but w/o GPU:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 3 2200G 3.5 GHz Quad-Core Processor ($99.57 @ Amazon)
Motherboard: ASRock - B450 Pro4 ATX AM4 Motherboard ($79.99 @ Newegg Business)
Memory: ADATA - XPG GAMMIX D10 16 GB (2 x 8 GB) DDR4-2666 Memory ($77.99 @ Amazon)
Storage: Samsung - 860 Evo 500 GB 2.5" Solid State Drive ($77.99 @ Amazon)
Storage: Western Digital - Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive ($44.89 @ OutletPC)

And yes, it can handle running 24/7, no issues.

Also some processors have built in graphics, but im not too sure about this one. If it does the graphics wont be great, but should get mostly everything done. But regardless if I were to build this I would buy a cheap GPU just for the extra bonus graphics power.

And as the other guy said for a faster processor the 2600 or 2600x are good bang for buck processors and are powerful.

Maybe in the future. For now I will just use onboard graphics. I will just play league of legends. And my main focus is the 20 chrome apps i will open.

If you want the peripherals within the $600 budget, then it would be hard to get a better CPU, but if the peripherals are separate from the $600 then this build would be good:

What all do you want in the peripherals? Just keyboard and mouse or monitor as well?

Im from the Philippines this setup is worth 400$ What upgrade should I need?

First you would need a video card. The R5 2600 does not have integrated graphics.
4GB of ram is not enough. For 20 chrome tabs open you need at least 8GB, 16GB recommended.Chrome requires lots of memory to run that many tabs without using "virtual memory" or your hard drive/SSD as memory.
