Just to give you the quick rundown,
@keith12's build is much more powerful for handling everything non-gaming related, an can be easily made a very good gaming pc by adding in a graphics card later when they become reasonable or if you are able to score a great deal on an aftermarket card.
@Vic 40's build is much better now for gaming but if you plan on upgrading later (within 1-2 years) its a bit of a bad value proposition, but all is not lost because the b560m motherboard is capable of putting several much more powerful CPUs although the VRMs on that board may be limiting to the most powerful options available to it, and obviously like the first build a better card can be swapped out but you are already 200+ dollars into what should by this time be a 100 dollar card which may resell later for that amount. In the end both are great builds but its up to you to decide what's more important to your use cases.
