600$ PC for Render

I have a friend that has a 600 budget, he is a graphic designer, so we need the most powerful system under 600 bucks.

He is gonna render a bit in 3D, video editing, casual gaming, but mostly 2d models and logos.

I know is not the best budget, but I need your help.

Best value for a decent AMD system is not going to be coming from Amazon right now. Just want a single place to buy from, or does your friend already have money in an Amazon account?

Same build is a lot cheaper from various sources. Emphasis on CPU since rendering and video editing are important.
