OVERCLOCKING: I am willing to overclock, however I have no experience with overclocking. I am comfortable with it, if it is fairly easy and reliable

ADDITIONAL COMMENTS: A client of mine wanted to buy a pc from Best Buy for about $600 or less, but accepted my offer to build a computer buying individual components for cheaper than what is available at Best Buy. As per a brief discussion with my client, he wants a device primarily for surfing only one foreign news related website with and the ability to watch videos in a browser environment. This was after he was excited by my build for him, however, I explained to him that I feel this build is too much for such a simple task. He then suggested maybe in the future he will have other use for it. However, perhaps a netbook or nettop would be suitable. His main concern is having a computer system that doesn't lag or isn't slow. His current computers are horrendously slow, even after my optimizing them for best performance. They are rather outdated computers from earlier this decade. I haven't used any netbooks or nettops, but perhaps they may be something I should consider?
